House Rules Discussion Thread
We're opening these up for comment and discussion again. Please remember that our goal is only to clarify the book where it is vague. Anything not listed on here is considered an ST ruling on existing rules; we don't feel compelled to add every ruling to House Rules unless it's a point of continual confusion and folks really just want it down on paper.
Current House Rules (Character Gen removed.):
There's not much, and that's the way we like it.
This is a 3rd Ed game. Anything from the old book or LotWW should be considered banned from play unless we specifically allowed.
Out of Auspice/Breed/Tribe gifts can always be taught or learned outside of creation, but there is a signif. penalty for doing so (Spirit Notoriety, or Spirit Quest).
Influences costs XP equal to the level to be purchased (ie, 1:1, 2:2, etc). This does not apply to Glasswalkers who can purchase influence at one xp per dot.
Glasswalkers run Influences as per Dark Epics.
Other tribes run Influence as per LotW.
Healing:
To clarify : Garou heal one level of Bashing/Lethal at the beginning of every round.
No Breed regenerates in its breed form.
Tribal mods:
Black Fury Tribal Advantage : Furies regain one spent willpower per fifteen minutes spent at a Caern or Glade. Not one per day per LotW.
Silver Fang Tribal Advantage : Their free social retest only applies to Lupines, Kinfolk, Spirits, and BSDs.
Gifts:
True Fear : True fear is now <<rage vs victims willpower>> instead of <<physical traits vs willpower>>
- Clarification : Using True Fear does not trigger Rage Frenzy tests.
- Further Clarification True Fear cannot be used in response to True Fear, as True Fear is considered an attack, [ST Ruling 7/11]

Cleaning up as best I can. Feel free to keep posting questions or gently reminding us of rulings.
I'm going to stick by our previous rulings as much as possible, except in cases where we were clearly wrong (for example healing).

Can we slightly modify that again to make True Fear PERMANENT Rage vs. PERMANENT Willpower? This does two things. 1. It stops broken combos allowing for extremely high levels of temporary rage to allow overbidding of Willpower. 2. It Prevents the Ahroun in question from being screwed over by spending his Rage (something they are wont to do) and not being able to win the TF challenge. I think that would really do much to balance the power.

A test of any of the Tempers uses the Permanent score unless otherwise stated by the power. I don't have the book so I don't know whether it specifically states temp or not.

I'm honestly not sure that's needed. Yeah, it's badass in a one-on-one duel, but look at where it's left Sewer Pipe at the moment:
1. He's burned a buttload of health levels.
2. He's burned WP to refresh his traits.
3. The Rage has been taken away.
As a one-shot deal, it's powerful, but if the target has friends, it leaves the Ahroun in a pretty bad situation.
Just my two cents.
Of course, if the rules DO say it's permanent Rage, then that's that.
