Revised Rage Healing and "Rage Regeneration"
After a long discussion with a couple of players, and further discussion with Brian, I'm ready to roll out our current reads on Rage Healing and what I'm going to term as Rage Regeneration (though that might be set up for a vote later...)
Rage Healing: When a garou is knocked BELOW Incapacitated they can attempt to Rage Heal. Doing this requires One (1) Rage Trait and a successful Rage Challenge (Difficulty is as per the phase of the moon. -1 If it matches your Auspice, -1 if you're in Crinos). IF Successful the Garou heals their Incap and all of their Wounded Health Levels. Rage Healing AUTOMATICALLY earns you a Battle Scar which effects you immediately. Finally, the character must then test for frenzy (having succeeded in their Rage Challenge).
Rage Healing may only be done ONCE per scene.
Rage Regeneration: a.k.a. Incap Healing; As per LoTW:R p.189, under the section of Incapacitated. When at Incap, and ONLY when at incap, the garou has the option to spend One (1) Rage Trait and succeed in a Rage Challenge (Difficulty 8, always). If they succeed they heal their Incapacitated Health Level as well as ONE Wounded Level (total of 2 boxes). This does not automatically cause a Battle Scar (though whatever hit you that hard may have done so anyway). However this DOES automatically cause WILD Frenzy (you skip the frenzy test AND the wyrm frenzy check).
Incap Healing may only be done ONCE per scene.
These are similar but DISTINCT powers.
You should all have a passing familiarity with this. When attempting these challenge you use your Permanent Rage OR Temporary Rage - Whichever is HIGHER.
Logos: We are stacking these tests IN your favor. You are werewolves, and unfortunately in the world of darkness can appear relatively fragile compared to some other creatures and power. We want you to be awesome, and with as orthodox and conservative a reading of the book as I can give, there's NO reason to think that what is listed under Incap is Rage Healing or vice verso.
Side Note and Addendum: While there is no universal answer to the following quandary, IN GENERAL, when doing static, simple, or unopposed challenges using Rage, Gnosis or Willpower, you use your PERMANENT rating. When those challenges are opposed, you usually use your TEMPORARY rating.
Ex; Your level of Permanent Gnosis (analog, Firearms) represents your personal spiritual might (Knowledge of using guns). In challenges relating to those things you use that score for your retest (ie; in a Willpower Challenge, willpower is usually the retest.). When you are OUT of retests you have not become a spiritual void, nor have you forgotten how to fire a gun, you simply because of the cosmic nature of the game or general fatigue run out of tricks.
The same logic is why we will look to your Temp points when opposing. Much like your TRAIT CAP represents your potential (or whatever level you have bought your traits up to) when opposing someone your CURRENT strength is generally the issue.
This isn't a universal rule, it doesn't solve hundreds, if not thousands of sloppy pages of WW publishing. But this is a contextual rule and guide in such situations.
Thank you, your input is of course welcome, but this is how we're going to be ruling these maneuvers for the time being.

what is the static difficulty on the rage challenge?

(This is just paraphrase clarification to answer Alexander's question using information pulled out of Bucky's post)
The difficulty for Rage Regeneration is 8.
The difficulty for Rage Healing is:
4 on the Full Moon
5 on the Gibbous Moon
6 on the Half Moon
7 on the Crescent Moon
8 on the New Moon
And for Rage Healing (NOT Rage Regeneration) the difficulty goes down by 1 if you're in Crinos, and also down by 1 if it's your Auspice's moon, and those reduced difficulties do stack if both apply.
