Can you be surprised with it? I mean, if it is always on, and it means I add 10 traits to going first, how is this not temporis?

Surprise has no connection to traits. If you are surprised, even if you have more traits, you suffer the usual penalties in the first round.

As per book. SotF has no apparent effect on Surprise.

Maybe I'm not sure what your confusion is, give me an example the illustrates your thought process.
