Silver Empty Silver

Silver is the bane of Garou, from those faithfully serving Gaia to those fallen to the Wyrm and now walking the Spiral. There are a number of complications related to interacting with silver.
-Silver allergy only occurs when not in breed form, although Metis garou suffer the allergy to silver in every form. However, Gnosis loss occurs regardless of form (see below).
-Damage from weapons or bullets made of Silver deal aggravated damage when not in breed form, except Metis (see above), and therefore cannot be regenerated except by the two forms of Rage healing.
-Merely being in contact with silver is enough to deal aggravated damage when the allergy is applicable, dealing 1 level of aggravated damage each round.
-Only the Silver Tolerance merit allows characters any margin of safety when interacting with silver.
-Carrying an object of silver, such as a dagger made of silver, a klaive, a silver money clip, or a clip of silver bullets (within reason, a magazine will count as one item made of silver), will cost the carrier to lose a Gnosis for each item carried that cannot be regained until away from all sources of silver for twenty four hours. So anathema is it to the spirit of the Garou that merely handling silver will cost Gnosis, not to return until a full day has been spent completely away from the metal.
-For every five items made of silver carried by a pack, ALL members of the pack lose a Gnosis in the same way as if they personally were carrying an item made of silver. Extensive use of or carrying silver items may cost a Garou or pack Honor or Wisdom renown.
-When a klaive is carried in a pack, all garou in that pack lose a temporary Gnosis each day, although this is able to be restored like a normal expenditure of Gnosis.
-When a grand klaive is carried in a pack, all garou in that pack lose two temporary Gnosis each day, although this is able to be restored like a normal expenditure of Gnosis.
-If presented with large amounts of silver, or forcibly having an item made of silver introduced to a garou, especially unwillingly, it is highly likely that a Rage challenge will be required to avoid Frenzy. (See Rage and Frenzy)

Please remember that the creation of ANY silver weapons OR fetishes containing silver by Garou requires approval of the Changing Breeds Coordinator. In addition to this, all Grand, Great, and Bane klaives requires Coordinator Approval.
"Silver Weapons" are defined as any item containing silver used with the intent of doing harm. This includes, but it is not limited to, the following: klaives, silver daggers, swords, or any other typical weapon, darts tipped with silver, silver bullets (each individual bullet requires approval), canisters or darts containing silver nitrate, that silver dollar your nana gave you on your second birthday you sharpened down with the intent of using as a thrown weapon, the silver you put in the floor of your house to keep away unfriendly Garou, the necklace you promised was made of steel to trick someone into putting it on and taking an agg, dipping the talons of your fighting blue hen with silver (as is tradition) to throw at the BSDs the next time you engage them, coating your OWN claws in silver for the BSDs the next time you engage them, force-feeding your silver money clip to a metis, buying a chain made of silver from the store to start whipping someone with it, and so on.

Creating items made of silver is not coordinator approval, however, and are under the assumption that they will never, in any capacity, be used to inflict damage. This does not include deliberate, poorly-thought-out actions to reach for a set of silverware without realizing it will inflict damage. Such circumstances do not require approval. Also, silver weapons that will be made but never used do not require approval, either. For example, if you knew the best chiminage for an ancestor spirit would be a silver dagger, it would not require approval because it will be taken away by the spirit, likely never to be seen again, and prior to it being taken as an offering, you, the Player, understand your character will NOT use it for damage in any capacity.

With the exception of Grand, Great, or Bane Klaives, once an item has been approved, it does not require an additional approval to be turned into a fetish or regular klaive. That is, if the STs present a broadsword to a PC as part of a story that is made of silver and has already been approved by the Changing Breeds Coordinator, it does not require an additional approval to bind a spirit into it through Rite of the Fetish, although it WOULD require an approval if you were to bind a War Spirit and another spirit into it, thus creating a Grand Klaive.
